In a free market economy, is government interference justified in business?

INTRODUCTION

Despite the fact that all the countries listed at the WTO take a vow of free trading practices and promise to allow everyone to come and trade in their respective lands, how to justify the bullying of USA against Iraq by pressurising other nations to stop trade with Iraq. Is it necessary to have a watchdog over our shoulders breathing down trade restrictions even if they mean putting a stopper on national development?
